Meeting was opened at 7:05pm
David Silva made a motion to accept the minutes for the
August 6, 2003 meeting. Due to the 8/6/03 meeting not being televised or taped
Mr. Silva read the minutes for the benefit of the general public, as this
meeting was taped for later broadcast on cable channel 10.
Mr. Sears proposed that assignments be made to individually study the various impact areas created by the potential mall. The committee agreed and they are as follows;
Fiscal Impact: Potential Revenue Streams, potential costs

Mr. O’Neill made a presentation on the various design concepts for the proposed ramp for the Andover side of I-93. Mr. O’Neill presented 4 different ramp configurations, 3 that service Andover (East Side) only and 1 that services both the east side and the west side of I-93 (proposed mall site). Mr. O’Neill noted that the 3 Andover side design proposals were not made by Mills Corp. Mr. O’Neill provided aerial pictures of the I-93 area where the proposed ramp would be located and he stated the Jennie’s Way neighborhood would be most affected by a new access ramp. A general discussion followed Mr. O’Neill’s presentation with several questions from both committee members and residents.
Meeting was adjourned at 9:00pm
