PURPOSE OF COMMITTEE
On June 24, 2003, the Chairman of the
Board of Selectmen created a committee to study the concept of a
mall near the Tewksbury, Wilmington, and Andover town lines adjacent
to Interstate 93.
The purpose of the Study Committee
is:
1)
to publicly receive information from the
proponent as the concept is refined;
2)
to have the information reviewed either
through in-house staff or through peer reviews when necessary;
3)
to report back to the Board of Selectmen
upon completion of the study on the proposals impacts.
The Study Committee is acting in a
fact-finding mode on behalf of the Board of Selectmen to determine
preliminary impacts of the concept of a mall. The Study Committee is
not in the position to act as a permitting authority. It is well
understood in the land use permitting process that projects are
refined over time as more information becomes available, but the
permitting process and its level of scrutiny is much greater than
the scope of this committee.
The report of this Study Committee
will allow for decisions to be made by the Board of Selectmen and
the public at large regarding the concept of a mall at this locus.
