BOARD OF HEALTH MINUTES
February 21, 2002
Vice Chairman Edward Sheehan opened the
meeting at 7:10 PM. Present were Clerk Susan Sullivan and Director
of Public Health Thomas G. Carbone. Not present were Chairman
Stephanie Wilkie and Recording Secretary Dawn Cathcart.
Aesthetics, Etc. – Request to Operate Massage Establishment
Ann Marie
Riley, owner, appeared to request a Permit to Operate a Massage
Establishment at 1921 Main Street, and presented a request for a
variance to the requirement that a hand washing station be installed
in the treatment room. Ms. Riley proceeded to explain to the Board
that she has several hand washing stations outside of the rooms, but
feels that the sound of running water will distract her clients from
their relaxation. She has proposed to use hand sanitizer and rubbing
alcohol in lieu of the hand washing. The Board discussed the reasons
why the sinks are required in the exam room, noting they were for
convenience and for consumer assurance.
Motion:
Mr. Sheehan moved to approve the variance and permit. The motion was
seconded by Mrs. Sullivan, and unanimously approved. In approving
the variance, it was noted that the sanitizer and alcohol were
better bacteria control than just hand washing.
Discussion
Activity Report Analysis
Mr. Carbone
presented an analysis of departmental activities from 1990 through
2001. The Board discussed the trends and the content of the report,
and had no further comments on it.
Sanitarian’s Injury
Mr. Carbone
updated the Board on the injury to Sanitarian Dean Trearchis. The
current feeling is that his fall in January might have aggravated an
injury to his neck that might require surgery. He will be out until
at least mid-April. Mr. Carbone suggested a three-prong approach to
keeping up with the work by using the Local Building Inspector for
unskilled inspections, hiring a temporary part time inspector for
restaurants, and limiting the number of soil evaluations to be
conducted to 5 a week.
Motion:
Mr. Sheehan made a motion to approve Mr. Carbone’s recommendations.
Mrs. Sullivan seconded the motion, and it was unanimously approved.
Septic System Regulation Amendments
Mr. Carbone
explained the proposed amendments, dealing with flood plain
protection and installer licenses. The Board had no other issues to
address in these regulations, and scheduled the public hearing for
the meeting of March 7, 2002.

Massage Therapy Regulation Amendments
Mr. Carbone
presented proposed regulation changes that would eliminate the
requirement that applicants for Massage Therapist Licenses appear at
a public hearing. The Board chose not to bring the amendments to
public hearing.
Motion:
Mrs. Sullivan moved to adopt the amendments. Mr. Sheehan seconded
the motion, and it was unanimously adopted.
Inter-Municipal Boards of Health
The survey from
the Massachusetts Department of Public Health was tabled until the
following meeting.
Public Health Month
Mrs. Sullivan
and Jennie McCarthy advised the Board that they would handle all of
the work associated with this. Shape Magazine had declined the
proposal for following municipal officials, but they are still
seeking a sponsor. Gold’s Gym has agreed to do a session at the
Senior Center in April, and a plan will be developed to present
“snippet” messages on the municipal message boards.
Approval of Minutes
The minutes of
November 1, 2001, January 17, 2002, and February 7, 2002 were all
tabled because they are not yet available.
Adjournment
There being no
further business, Mr. Sheehan adjourned the meeting at 8:20 PM.
