Vice Chairman Edward Sheehan called the meeting to order at 7:09 P.M in the Town Hall Auditorium.  Present were Clerk, Susan Sullivan, Director of Public Health Thomas Carbone and Recording Secretary Dawn Cathcart.

Public Hearing

Animal Regulation Amendments (Continued)

Mr. Carbone stated that he met with Dan Placowitz and Charlotte Cooper, and a 60-day sunset clause has been added to limit the time to exercise rights after a transfer of property has happened.

Mr. Carbone stated that the following changes have been made.  The definition for livestock has changed.  In Section 5.4, “excluding rabbits” has been stricken.  In Section 6.17 there are the most changes.  The corral size will be 3,000 SF not 5,000 SF.  Also changed “horse” to “animal”.  Mr. Carbone recommended closing the public hearing and sending it to Attorney Zaroulis for approval.

MOTION - Mr. Sheehan made a motion to close the public hearing and send the Animal Regulation Amendments to Attorney Zaroulis.  The motion was seconded by Mrs. Sullivan and unanimously voted 2-0.

Swimming Pool Regulation Amendments

Mr. Carbone stated that there are two major changes.  The first is to Section 6.4, which is a new section that requires the hands free phone that is hard wired into the 911 system.  The second is deleting Section 9.0, which deals with video monitoring.  Mr. Carbone stated that Mr. Consaul testified at the last meeting stating he would like to keep Section 9.2.  Mr. Carbone stated that he would send this to Attorney Zaroulis.

MOTION - Mr. Sheehan made a motion to close the public hearing.  The motion was seconded by Mrs. Sullivan and unanimously voted 2-0.

Discussion

Sidewalk Committee – 5 Year Plan

Mr. Carbone asked if the Board of Health would like to take a stand on this issue.  Mr. Sheehan replied he was not ready now.  Mrs. Sullivan stated she was in favor of supporting the articles dealing with the sewer.


 

Special Town Meeting Articles

Article 5

Mr. Carbone stated that this article is for the borrowing of $1 Million dollars for sidewalks. Mr. Sheehan stated that he was not ready now to vote on this.  Mrs. Sullivan stated that she was not ready now to vote on this.  Mr. Carbone stated that the Board of Health does not have to take a stand on this article.

Article 6

Mr. Sheehan stated he would support this article, relating to keeping hospital land as open space.  Mrs. Sullivan stated she would support this article.  Mr. Carbone stated he would issue a statement that the Board of Health voted 2-0 to support this.

Director’s Report

Mr. Carbone stated that he is having a problem with securing a contractor for Environmental Day.  He did manage to get one and they are writing up a proposal, so the price is still unknown.  Last Environmental Day, we had to turn away people and we don’t want to do that again.

Mr. Carbone stated that there are a few important dates coming up.  On September 26, 2002 the final Sewer Committee Public Hearing is at the Ryan School at 7:30 PM.  The Special Town Meeting is October 1, 2002 at 7:30 PM at the High School and the next Board of Health Meeting is October 3, 2002 at 7:00 PM.

MOTION - Mr. Sheehan made a motion to adjourn at 7:25 PM.  The motion was seconded by Mrs. Sullivan and unanimously voted 2-0.
