TEWKSBURY MASTER PLAN COMMITTEE MEETING

June 30, 2003

 

 

The meeting was called to order at 7:10 pm.  Members present were Frank Sweet, Steve Sadwick, Nancy Reed, Joe Gill and Stephanie Wilkie, Sal Torname.

 

       1.  Agenda discussion for the June 30 meeting

 

-         Approval of the minutes from June 12.

-         Discussion of Land Use Study Group for the North St/ Andover St intersection and the land in the Perkins/ Rocco’s dump area.

-         Analysis of the Land Use element and proposed Zoning Map

 

 

   2.  Approval of Minutes from June 12, 2003

 

Motion was made by Reed to approve the June 12, 2003 minutes with one change.  In section 4, Land Use Study Group add ‘and Sweet’ after Reed in the first sentence. Seconded by Wilkie.

The meeting minutes of June 12, 2003 were approved unanimously.

 

            3.  Land Use Study Group

 

Sadwick restated the intent of the Land Use Study Group and the membership of 2 MP members and 3 citizens.  Gill requested that the MP committee choose its representatives at this meeting.  Sweet said that he would accept volunteers.  Wilkie and Reed volunteered.  Gill motioned to nominate Wilkie and Reed, Torname seconded,  the motion was unanimously approved. 

 

Citizen members will be solicited to apply to the Community Development Office through the Cable channel, the town website and the newsmedia.  Applications will be accepted through to the next meeting on July 17, 2003, when appointments will be made by the entire MP committee.

    

            4.  Analysis of the Land Use element and proposed Zoning Map

 

Sweet reviewed the ‘Summary of Land Use Policy Plan.’  He started the discussion on page 26, Industrial Development.  After much discussion the MP committee decided to:

 

-         ‘Do away’ with the “Highway Industrial Areas” definition.

-         Accept the  Office-Research Areas definition

-         Add another version of the Office-Research Areas Definition which includes the use of Hotels and conference centers.

 

Discussion of the Land Use map began at the Lowell/ Rt 38 intersection.  This District was decided to be called the “Wamesit Highway District” and would extend to the intersection of Main St. and Pike St.

 

The remaining Districts on Rt 38/ Main St as proposed on the Land Use map remained in the proposed locations, with the exception of the Shawsheen District, which was decided to be extended through to and just past Walgreens versus ending at Salem Rd.

 

The “Silver Lake District” name was considered a bit inappropriate due to the lake being in Wilmington.  MP members have tabled the decision about the name of this district in order to look into alternative names, such as “South Tewksbury District.”

 

Amendment to minutes, as approved, July 17, 2003.

 

As presented on the Land Use Map 3, the proposed Office Research zone in the Woburn St area was decided to be changed.   The area shown as Office- Research along Woburn St from the Park Ave area to the Lowell/ Tewksbury line, bordered by Woburn St was decided to be changed to Transitional.

 

Trull Rd, Heavy industry (bright pink on the map) was discussed.  It was decided that the present Residential zone on Trull Road would be retained, also the district would be changed to the Office- Research description.  The land area would be adjusted to represent the wetlands of the Great Swamp in the northern portion.

 

The Heavy Ind. District along Rt 495 and Andover Street (bright pink on the map) was discussed at length.  It was decided that the north quadrant, bordered by Rt 495 and north Street would be designated as the Office- Research- Hotel District as discussed earlier in the meeting. 

 

The Transitional Zone near the intersection of North and Andover Street was decided to be extended to include the corner properties on the south side of Andover Street at the end of North St. ( A very small area on the map, not to include the north side of Andover Street or the properties adjacent to the Dewing School.)

 

The Mixed-Use Planned Development along the south side of East St was approved.

 

The issue of the Transitional area along the north side of East St was tabled per MP committee to allow time for members to view the area.  Discussion of only allowing transitional zoning along the properties on East St and the boundaries thereof were the outstanding items.  The proposed map shows a large portion of residential area to be changed to transitional, which may have been done in error by the consultant, being unfamiliar with the neighborhood.

 

Also tabled were the remaining Transitional areas in Town Center and at Livingston and Chandler Sts intersection.

 

Also, discussed in terms of the Land Use Map, was the need for the terms in the key to match the definitions in the Land Use Policy Element, esp. the industry/ highway business terms.

 

The meeting was adjourned at 8:50 PM.  The next meeting is July 17, 2003.
