IS A MASTER PLAN?

A
Master Plan is a guidance document that provides direction to
decision-making boards for the future development of a town. In
Massachusetts, the Planning Board is statutorily responsible for
developing and accepting a master plan. In order for a plan to be
successfully implemented it must be based on consensus and
widespread support.
It
is the intention of the Tewksbury Master Plan Committee to develop
a plan that reflects community input and consensus, is adopted by
the Planning Board and forwarded to Town Meeting for approval. The
Plan will include an implementation strategy that will assist the
community in achieving the goals articulated in the plan.
While
the plan will address a number of development related issues given
known facts at the time and forecasts of the future, it is a
working document that will be updated as time progresses.
A
master plan is the community’s best opportunity to control its
destiny through choice instead chance.
