STREET FLOODING AND POTHOLES

May 3, 2004

Message to Tewksbury residents:

The D.P.W has been inundated with calls from residents regarding flooding and pothole problems thought the Town. We are aware of the problems and doing our best with limited resources and budgetary constraints at addressing some of the problems but not all of them. Since January our road crews have filled more than 1,042 pot holes.

As you are aware the Town of Tewksbury has embarked on a major effort to install approximately 90 miles of sewer service for the next seven years. In addition, we are waiting for the completion of a water distribution study that may result in recommendation to upgrade some sections of our water distribution system and reserve storage capacity to improve fire fighting capacity and water pressure delivery to your homes.

In view of this massive construction program and the fact that the Town older roads were poorly constructed and without an effective storm water collection system, it makes it difficult to address the current situation. Tewksbury’s topography is relatively flat terrain with a high water table and waterways that pose a major challenge for the management, collection and discharge of storm water in accordance with D.E.P storm water regulatory requirements.

In order to effectively address the existing storm water and pavement deficiencies, it will take extensive engineering effort as well as a large investment in funding for the development of an effective storm water collection system over an extended period of time.

The D.P.W has embarked on a program to address some of these festering problems in conjunction with the sewer project and soon the water distribution improvement efforts.

As these underground utilities are installed we will follow with storm drainage and pavement improvements as permitted by available funding. As the Town’s and the State’s fiscal status improves at a future date we hope that additional funding may be committed to the development and improvement of pavement and road drainage infrastructure. Meanwhile we will continue to make a best effort to address some of these problems within the current fiscal restraints.

Sincerely,

Brian M. Gilbert, P.E.

Superintendent of D.P.W.
