HOW TO OBTAIN A COPY OF A BIRTH, DEATH OR
MARRIAGE CERTIFICATE
Certified copies of birth, death and marriage
records are available at the Town Clerk’s Office in Tewksbury
Town Hall and the state Registry of Vital Records and
Statistics. Copies of vital records may be obtained in person
or by mail.

Birth Certificates
The Tewksbury Town Clerk will have birth
records of anyone whose parents lived in Tewksbury at the time
of the birth. A short form birth certificate is available for
$5.00 and may be issued for school registration and athletic
registration. A long form birth certificate is available for
$10.00. The long form is required for passports, immigration
and other legal purposes.
Marriage Certificates
The Town Clerk’s Office will have marriage
records of any couple who filed their marriage intentions in
Tewksbury. A certified copy of a marriage certificate is
available for $10.00.
Death Certificates
The Town Clerk’s Office will have death
records of any death that occurred in Tewksbury and copies of
records of Tewksbury residents whose death has occurred within
the Commonwealth of Massachusetts. The fee for a certified
copy of a death certificate is $10.00.
Burial Permits
The Office of the Town Clerk issues burial
permits. The fee for a burial permit is $10.00.
To expedite the process, you may fax a copy of
the death certificate to (978) 851-8610.
HOW TO OBTAIN A MARRIAGE LICENSE
Persons wishing to obtain a license must be
eighteen years old and file their intentions to marry with a
City or Town Clerk in person (except for cases where one
person is in the military or incarcerated) at least three days
before the ceremony. In Tewksbury, the fee for filing for a
license is $30.00 and $10.00 for a certified copy. The license
is valid for sixty days, and may be used for a ceremony
conducted in any Massachusetts city or town. The member of the
clergy or Justice of the Peace who performs the ceremony must
sign the license and return it to the city or town where the
license was issued.

NOMINATION PAPERS
Nomination Papers for Tewksbury town offices
are available at the Town Clerk’s Office, Town Hall, beginning
annually the first Monday in January. Office hours are Monday
through Friday, 8:30 AM to 4:30 PM and Tuesday evenings from
7:00 PM to 8:30 PM.
ANNUAL TOWN ELECTION
The Annual Town Election is held on the first
Saturday of April. Except when Easter Sunday falls on the day
following the first Saturday of April, the said election shall
be held on the second Saturday of April. The polls open at
8:00 AM and close at 8:00 PM.

To Register to vote you must:
BE A U.S. CITIZEN
Be a Massachusetts resident
Be at least 18 years old on or before the next
election.
Who May Register?
Any person who is a Massachusetts resident, a
United States citizen and will be eighteen years old as of the
next election, is eligible to register to vote. When you sign
the registration form, you must attest, under the pains and
penalties of perjury, that you are legally eligible to
register and that the information you provide is accurate and
truthful. The penalty for fraudulent registration increased
recently to a fine of ten thousand dollars or imprisonment for
up to five years, or both. You will remain on the list of
voters if you complete and return the annual municipal census.
If you move to another city or town, you must re-register in
your new community.
How to Register
Voter registration in Tewksbury has never been
easier than it is today. You may visit the Town Clerk’s Office
in Tewksbury Town Hall, 1009 Main St. and complete a voter
registration form in person. Or, you may request a mail-in
voter registration form from the Town Clerk’s Office. Mail-in
forms also may be obtained by calling the
State Elections Division
at (800) 462-VOTE, or
online at their Web Site.
In addition, the state registries of motor vehicles, social
service agencies and military recruitment offices provide
voter registration services.

Absentee Voting Requirements
You may vote absentee if you are a registered
voter and you will be unable to vote at the polls because you
will be out of town during the hours the polls are open,
because you have a physical disability or because of religious
beliefs.
Obtaining an Application for an Absentee
Ballot
Applications for absentee ballots may be
obtained from the Town Clerk or the
Office of the Secretary
of State.
Downloadable Absentee
Ballot applications are now
available online at the
State Elections Division
Web Site. Applications may be
submitted in person or by mail.
Returning the Application for an Absentee
Ballot
Applications for absentee ballot must be
received by the Town Clerk before 12:00 noon the day
before an election. Absentee ballots generally are available
three weeks before an election. Applications may be mailed or
hand-delivered to the Town Clerk’s office. You may request the
official absentee ballot application form or you may use any
form of written communication: a letter or postcard. Include
your name, your address where you are listed as a registered
voter, the precise address to which you want the ballot sent
and your signature. For primary election; you must indicate
your choice of Party Ballot if you are registered as an
unenrolled voter.
Permanently Disabled Voters
If a voter submits a note from a registered
physician indicating that he is disabled permanently, the Town
Clerk will send an application for an absentee ballot
twenty-eight days before the first election each year. The
application will be as complete as the Town Clerk can make it.
The voter in most cases only will have to sign the
application, return it, and indicate that the voter would like
an absentee ballot for every election in that year. Upon the
Town Clerk’s receipt of the signed application, the voter will
be sent an absentee ballot.
Return of Ballots:
Ballots may be returned by mail or in person
by the voter or a family member. All ballots must be signed by
the voter, or if the voter is unable to sign, by an assisting
person. Ballots must be received, in the Town Clerk’s Office
in Town Hall, 1009 Main Street before 7:00 PM on the day of
the election.
Absentee ballot applications cannot be
accepted after NOON on the day before the election.
Requesting to Vote in Person
The final day to request to vote in person is
BEFORE NOON on the day before the election. You may
fill out the application for an absentee ballot and vote at
the Town Clerk’s Office during the same visit.
Requesting to Vote by Mail
A ballot will be sent to any address that you
specify. Be sure to apply early because the ballots must be
sent by mail. The ballot may be returned by mail or hand
delivered to the Town Clerk’s Office. It must be received by
7:00 PM on election day.
YOUR ENROLLMENT AS A VOTER
CHOOSING TO ENROLL IN A POLITICAL PARTY
There are two political parties in
Massachusetts:

If you enroll in either of these parties you
may vote only in that party’s primary.
Enrollment in a political party does not
affect your right to vote in the general election. In the
general election all voters receive the same ballot and vote
for the candidate of their choice regardless of party
enrollment.
CHOOSING NO ENROLLMENT IN A POLITICAL PARTY
If you do not wish to enroll in a political
party, check the box next to "No Party (unenrolled) or
Political Designation" (not a political party) on the
registration form.
If you do not enroll in a party, you may
choose any party ballot you wish at the state primaries and
still remain unenrolled.
CHOOSING TO ENROLL IN A POLITICAL DESIGNATION
In addition to the two "political parties"
listed above, there are certain legal political designations
on file with the Secretary of State. Currently these are:

If you enroll in any political designation,
you may not vote

CHANGING PARTY ENROLLMENT OR POLITICAL
DESIGNATION
Once you make an enrollment choice you may
change your enrollment status by notifying the Town Clerk’s
Office in writing at least 20 days before an election.
ANNUAL TOWN MEETING
The Annual Town Meeting for the election of
Town Officials shall be held on the first Saturday of April,
and polls shall be opened from 8:00 AM to 8:00 PM, except when
Easter Sunday falls on the day following the first Saturday of
April the said election shall be held on the second Saturday
of April as above provided.
The Annual Town Meeting for consideration of
warrant articles shall begin on the first Monday in May at
8:00 PM and conclude at 11:00 PM, except as provided below.
Subsequent meetings shall begin at 8:00 PM on Wednesday and
Thursday of the same week and conclude at 11:00 PM, except as
provided below. The same schedule shall be observed in
following weeks, if necessary. No business shall be conducted
after 11:00 PM, at any session except to complete action on
the article or departmental budget then under discussion.
The Annual Town Meeting shall be divided into
three sections.
Section One:

Section Two shall begin on the first Monday
in May at 8:00 PM and shall include the following articles:

BUSINESS CERTIFICATES
How to Obtain a Business Certificate:
Whenever you are conducting a business under a
name other than your own full name or the corporation’s, you
must obtain a "doing business as" (dba) certificate from the
Town Clerk’s Office in the Town where the business is located.
The d/b/a certificate is maintained in a public file and
allows consumers to identify and locate the proprietor.
In Tewksbury, the filing fee for a d/b/a
certificate is $30.00. The certificate may be filed in person
or by mail, the certificate requires notarization, the
certificate expires in four (4) years. For further

Overnight parking – Snow/ice removal.
A. It shall be unlawful for any vehicle, other than one
acting in an emergency to be parked on any street from 12:00
(Midnight) to 6:00 A.M. This shall take effect on November 1st
of each year and end on March 31st. (A fine of $25.00 will be
imposed for a violation of this section.)
B. It shall be unlawful for any vehicle, other than one
acting in an emergency, parked on any street, day or night, when
it is snowing or when icy conditions exist. (A fine of $25.00
will be imposed for a violation of this section.)
C. Any vehicle, other than one acting in an emergency,
parked, day or night, on any street in the Town, so as to
interfere with the work of removing or plowing snow, removing
ice, or sanding the street, may be removed or towed away, at the
sole expense of the registered owner of said vehicle, under the
authority and direction of the Superintendent of the Department
of Public Works to a public garage or any convenient place. The
Superintendent of the Department of Public Works shall within a
reasonable time, notify the Chief of Police of the removal of
any such vehicle and of the place to which it has been removed,
and the Chief of Police shall give like notice to the registered
owner of the vehicle. Vehicles so towed away shall be stored in
a safe place and restored to the registered owner thereof upon
proper identification and full payment, to the Town or to the
Keeper of the place of storage, for the expenses incurred in
such removal and storage.
Inquiries about vehicles so towed away, shall
be made at the Police Station.
Handicapped parking.
Temporary Handicapped Parking Placard/Permit.
Any motor vehicle bearing a handicapped Parking Permit, a
Temporary Handicapped Parking Placard/Permit, or a motor
vehicle Registration Plate designating the vehicle as one used
by a handicapped person, shall be authorized to park in a
designated handicapped parking space. The Town Clerk may issue
a Temporary Handicapped Parking Placard/Permit to any
Tewksbury resident upon application and with a supporting
letter signed by a licensed physician designating the
applicant as physically handicapped. The temporary Handicapped
Parking Placard/Permit shall be issued with an expiration date
not to exceed 180 days from the date of issue and shall be
displayed so as to be visible through the left portion of the
front windshield of any vehicle parked in a designated
Handicapped Parking Space. The Temporary Handicapped
Placard/Permit will be mutually honored by the Towns of
Billerica, Chelmsford, Dracut, Tewksbury, Tyngsboro, Westford
and the City of Lowell.
1. Please be advised, in the future, the Police Department
may issue a $35.00 violation notice for not displaying
the handicap placard.
2. Please be advised that there is no temporary parking
in the Fire Lane. That area is purposely reserved for
emergency vehicles. The Fire Lane is designated on the outside
perimeter of the building.
3. Please be advised, in the future that parking spaces
close to the building entrance are reserved for handicap
placard/plate parking.
